Port State Control (PSC) is the inspection of foreign ships in other national ports by PSC officers (inspectors) for the purpose of verifying that the competency of the master and officers on board, and the condition of the ship and its equipment comply with the requirements of international conventions (e.g. SOLAS, MARPOL, STCW, etc.) and that the vessel is manned and operated in compliance with applicable international law.
In 1978, a number of European countries agreed in The Hague on a memorandum that agreed to audit whether the labour conditions on board vessels were in accordance with the rules of the ILO. After the Amoco Cadiz sank that year, it was decided to also audit on safety and pollution. To this end, in 1982 the Paris Memorandum of Understanding (Paris MoU) was agreed upon, establishing Port State Control, nowadays 26 European countries and Canada. In practice, this was a reaction to the failure of the flag states - especially flags of convenience that have delegated their task to classification societies - to comply with their survey and certification duties.
Dwight David "Ike" Eisenhower (/ˈaɪzənˌhaʊər/ EYE-zən-HOW-ər; October 14, 1890 – March 28, 1969) was the 34th President of the United States from 1953 until 1961. He was a five-star general in the United States Army during World War II and served as Supreme Commander of the Allied Forces in Europe. He was responsible for planning and supervising the invasion of North Africa in Operation Torch in 1942–43 and the successful invasion of France and Germany in 1944–45 from the Western Front. Eisenhower was of Pennsylvania Dutch ancestry and was raised in a large family in Kansas by parents with a strong religious background. He graduated from West Point in 1915 and later married Mamie Doud and had two sons. After World War II, Eisenhower served as Army Chief of Staff under President Harry S. Truman and then accepted the post of President at Columbia University.
Eisenhower entered the 1952 presidential race as a Republican to counter the non-interventionism of Senator Robert A. Taft, campaigning against "communism, Korea and corruption". He won in a landslide, defeating Democratic candidate Adlai Stevenson and temporarily upending the New Deal Coalition.
The United States Customs Service was an agency of the U.S. federal government that collected import tariffs and performed other selected border security duties.
In March 2003, as a result of the homeland security reorganization, most of the U.S. Customs Service was merged with the border elements of the Immigration and Naturalization Service, including the entire Border Patrol and former INS inspectors, together with border agriculture inspectors, to form U.S Customs and Border Protection, a single, unified border agency for the U.S. The investigative office of U.S. Customs was split off and merged with the INS investigative office and the INS interior detention and removal office to form Immigration and Customs Enforcement, which, among other things, is responsible for interior immigration enforcement. The United States Customs Service had three major missions: collecting tariff revenue, protecting the U.S. economy from smuggling and illegal goods, and processing people and goods at ports of entry.

Customs and Border Protection (CBP) is the largest federal law enforcement agency of the United States Department of Homeland Security charged with regulating and facilitating international trade, collecting import duties, and enforcing U.S. regulations, including trade, customs, and immigration. CBP is the largest law enforcement agency in the United States. It has a workforce of more than 45,600 sworn federal agents and officers. It has its headquarters in Washington, D.C.
While its primary mission is preventing terrorists and terrorist weapons from entering the United States, CBP is also responsible for apprehending individuals attempting to enter the United States illegally including those with a criminal record, stemming the flow of illegal drugs and other contraband, protecting United States agricultural and economic interests from harmful pests and diseases, and protecting American businesses from intellectual property theft.
CBP has a workforce of over 58,000 employees, including officers and agents, agriculture specialists, aircraft pilots, trade specialists, mission support staff, and canine enforcement officers and agents.

The CDC said that dozens of issues were found incliding the fact that members of the crew were attempting to hide carts full of debris in their crew quarters to thwart the inspectors. MSC Seaside the new ship just launched in Miami less than 3 weeks ago has been running into new ship teething issues. ZMC have lots of good contacts with international dredging and Marine construction contractors. These contractors use their material/vessels in world-wide operation. For this projects many vessels needs a on -- off hire inspections. Usually it will be done with the vessel at slipway/docking situation. On special request and on request of both party's it can be done in floating situation. Several times ZMC was appointed as qualified expert to execute the inspection job on: Survey vessels. Work boats (multi cats). Tugs. Pontoons.
